Dr WANG ShouQing. Professor, Dept of Construction Management, Tsinghua University; Chief Specialist, Center for PPP, Tsinghua University; Director, PPP Lab of Hang Lung Center for Real Estate, Tsinghua University, Beijing, China.
 
Dr Wang’s research and teaching interest has been solely on PPP since 1996. He has produced more than 400 publications, being one of the top contributors of international journal papers on PPP in last two decades and Elsevier’s Chinese Most Cited Researchers in six successive years (2014-2019), and has offered thousands of lectures on PPP to relevant professionals and officers in China. He is also Chairman of Academic Committee of the Chinese Universities PPP Forum/Union (72 universities), One of the two leading experts for legislation of China Concession Law for Infrastructures (draft edition), China Representative of EU-Asia PPP Network, Advisor of Hong Kong IPPP, Editorial/Advisory Board Members of the International Journal of Project Management, Project Management Journal, Journal of Financial Management of Property & Construction, etc. Dr Wang is  praised as “Godfather of PPP in China”.

Ms. Moon Wei is currently General Manager of TPMA Consulting and TPMA Academy. Since 2016, she has been the Founding Member and Council Member of the Institution of Public and Private Partnership in Hong Kong and she serves as the Treasurer since the inauguration of the IPPP. In 2017, she participated in the Chinese translation of the PPP Certification Program Guide published jointly by the World Bank Group, the Asian Development bank, the European Bank for Reconstruction and Development, the Inter-American Development Bank and the Islamic Development Bank, and later has become the editor in chief of the translation. Moon joined TPMA in 2017 and serves as General Manager of TPMA. She was responsible for PPP projects, project management and merger and acquisitions in Greater China region.
